William Tsao
Assistant CEO, External Operations
William Tsao, MBA, PMP, SHRM-SCP serves as Assistant CEO of External Operations at the Orange County Employees Retirement System (OCERS). Prior to this role, he served as Director of OCERS’ Enterprise Project Management Office (EPMO), where he established the organization’s first enterprise-wide project management governance framework and advised executive leadership on strategic initiatives and business planning.
During his tenure at OCERS, Mr. Tsao led several high-impact initiatives that generated measurable organizational savings, including the Master Repository Project, Horizon Project, and Alameda Project. He also championed continuous improvement efforts by developing OCERS’ first organic Lean Six Sigma introductory training and promoting employee-driven operational efficiencies across the organization.
Before joining OCERS in 2023, Mr. Tsao spent nearly seven years supporting U.S. military organizations in senior leadership roles focused on process improvement and operational efficiency impacting more than 33,000 personnel across nine Wings. He holds a Master’s degree in Logistics and Supply Chain Management from Georgia College & State University and a Bachelor’s degree in Business Management from Mercer University. He is also a certified Project Management Professional (PMP), Lean Six Sigma Black Belt, and Senior Certified Professional through the Society for Human Resource Management (SHRM-SCP).
