Thomas E. Flanigan began his position as a member of the Board of Retirement on October 21, 2008. He is currently serving on OCERS' Investment Committee, as well as the Audit Committee.
Mr. Flanigan is President of Thomas E. Flanigan, Inc., an investment advisory firm for institutions and individuals. The company is particularly focused on portfolio management. He has more than 35 years of experience in the management of public pension funds in the defined benefit arena.
Prior to joining OCERS, Mr. Flanigan was the founding Chief Investment Officer of CalSTRS and retained that position for approximately 12 years. He previously was Senior Investment Officer for the New York State Common Retirement Fund for 12 years under Comptroller Arthur Levitt. Recently, he held the position of CIO at OCERS.
Mr. Flanigan is a native of New York and a long-time resident of California, having lived in both Sacramento and Orange County. He holds a Bachelor of Business Administration Degree in Business Administration from Siena College in Loudonville, New York, with a major in Accounting and minor in Finance.
