Frank Eley has worked for the County of Orange since 1982 and is a Systems Analyst with OC Public Works. He began his first three-year term as a “General Member” on the Board of Retirement on January 1, 1999.  Eager to begin his new responsibilities and challenges, Frank agreed to serve on the Board's Ad Hoc Committee, which was focusing solely on ARBA (Additional Retiree Benefit Account) and the Legislative Committee. Presently, Mr. Eley is a member of the Private Markets Committee and the Chair of the Governance Committee. 

Mr. Eley has served for many years on the Orange County Employees Association (OCEA) board and presently as the president.  He was also a member of the County's post-bankruptcy Government Practices and Oversight Committee.  Frank's father was a U.S. Marine aviator, necessitating the family to live in Japan and five other states before settling down in Tustin in 1972, where Frank and his wife Brenda, a former County employee, still live with their twin boys, Sean and Evan. Frank enjoys spending his leisure time with his family, most particularly playing with his children.  He also loves to follow his favorite sport, Formula One car racing. Acknowledging the remarkable accomplishments of past Boards, Frank says he is as committed as his predecessors to protect and improve the benefits provided by the Retirement System.
